A new strategy on climate adaptation aid backed by four ministries aims to address the imbalance in Norwegian climate aid financing. In the absence of an expanded budget, critics worry that this will be merely a “re-branding exercise,” but the Foreign Ministry says a scaling-up plan is in the works.
