Norway balances chairing Palestine donor group and keeping dialogue open, even with Hamas

As chair of the Palestinian donors’ group and mediator in the conflict, Norway is responding to the Gaza war differently than its Nordic neighbours, continuing aid, voting with the Global South at the UN, and meeting unofficially with Hamas. The most notable rift is with Sweden, historically a major donor, where domestic politics are reshaping Palestine aid policy.
