Sida inches towards localisation, capacity constraints at home slow progress
Sida aims to provide just a few per cent of its humanitarian budget in the form of direct grants to local organisations over the next five years. A main obstacle for more direct funding is capacity constraints at the agency. The main channel to reach local actors will continue to be a select group of international relief organisations. Sida expects them to provide one-quarter of their Swedish funds to local NGOs.
