The ‘hollow’ promise of loss and damage

In the absence of concrete financial commitments, the loss and damage fund agreed at the COP27 climate summit in Egypt risks crowding out financing for climate adaptation, Nordic activists say. Adil Najam at Boston University calls the agreement on the new fund a “hollow win” for developing countries.
