Billions of crowns channelled through World Bank trust funds are at odds with key goals in Norway’s aid policy. A report by the Auditor General finds poorly documented field results, costly administration, and disbursements to countries like Saudi Arabia and Poland that are not eligible to receive Norwegian aid.
