How a rookie minister navigated the pandemic and reshaped Norwegian aid

During his last week at work, Norway’s Development Minister Dag-Inge Ulstein reflected on a once-in-a-century pandemic and his efforts to shield aid from the insatiable demands of foreign policy interests and ever-expanding global public goods. He hinted that in the face of the climate crisis, leaving billions of crowns for rainforest projects sitting unspent year after year may no longer make much sense.
