Norway’s hybrid financing model for a new NOK 10b climate fund

Norway has adopted a hybrid financing model for a new NOK 10 billion renewable energy fund for emerging economies. The model combines aid, profit from Norfund’s aid-funded investments and additional capital from outside the development budget. Norway calls this “additional” climate funding, but how additional is it? The jury is out.
