Soul searching at Nordic Development Fund as it looks for new partners

Amid a massive rollback in global aid, the Helsinki-based Nordic Development Fund (NDF) has launched a new strategy aiming to strengthen its identity and Nordic engagement as it seeks new partners in the region.
