OECD considers ODA-eligibility of giant Norwegian pledge to Brazil forest fund

News November 13, 2025 / By: Ann Danaiya Usher

Norway has made the largest pledge so far – up to USD 3 billion - for the Tropical Forests Forever Facility, launched by Brazil at the COP30 in Belém last week. Half of these funds are to be taken from the Norwegian rainforest programme, potentially reducing its resources by more than one-third. The OECD must decide how much of this can be counted as aid.
