World Bank sharpens IDA narrative by lifting it above special interests and earmarking in global aid

A World Bank campaign to convince donors to grant at least USD 27 billion for the International Development Association (IDA), its concessional arm for poor countries, is more open and outspoken than usual. The bank presents IDA as an antidote to a fractured aid architecture, but it faces competition from an unprecedented number of agencies.
