OECD loophole allows for ‘tying’ of aid to civil society in donor countries, report says

Less than 10 per cent of OECD aid for civil society goes to organisations in the Global South while the lion’s share is “ringfenced” for groups in the donors’ own countries, a new report finds. It calls this a form of tied aid and says the OECD rules that facilitate the practice should be reconsidered.
