Civil society funds ‘ringfenced’ for Norwegian and Swedish organisations are ‘not tied aid’

A recent report finds that donors “ringfence” 90 per cent of their civil society funding for organisations in the Global North. Norwegian and Swedish civil society leaders are sympathetic to the demands of their colleagues in developing countries for a larger share of the pie, but they object to calling this a form of “tied aid.” Norad explains why it must channel grants through Norwegian organisations.
