Norway aims to end to aid fragmentation

The Conservative-led government in Oslo has, since last fall, promised to do something about the problem of fragmentation in Norwegian development assistance. There is still no word on which recipient countries might be taken off the aid list. But in a recent talk to an NGO gathering, State Secretary Hans Brattskar outlined how the Foreign Ministry is thinking.
