MRC: ‘We need to balance our role’

The CEO of the Mekong River Commission (MRC) Secretariat Hans Guttman is well aware that donors want the commission to be more proactive in resolving disputes among the countries. But, he says, the secretariat does not have an independent mandate to do so.
