Counting heads in Oslo. Norway ties humanitarian aid to national NGOs, while Sweden opens for global competition

In a global humanitarian landscape where needs are growing and funds are increasingly hard to come by, Norwegian actors have an advantage. They have exclusive access to strategic multi-year Norwegian funding worth almost NOK 10 billion over the next five years. NGOs from other countries are not eligible. In contrast, Sweden manages long-term humanitarian agreements through open international calls.
