New OECD rules could turn DFIs into ODA-generating machines, expert says

The new rules for reporting aid to the OECD could artificially inflate aid and incentivise donors to shift from grant-based giving to loans and equity investments to development finance institutions (DFIs). This could become an “ODA-generating machine,” says economist Euan Ritchie of Development Initiatives.
