New forms of donor control

Donors have massively increased their funding to civil society organisations (CSOs) working to combat the spread of AIDS over the past decade. According to donor rhetoric, CSOs are in the “driver’s seat”, responsible for the direction of the programmes they run.  Their quasi-scientific focus on results and competition undermines the organisations’ work and introduces new forms of donor control.
