Speeds up forest aid reporting to OECD, after Brazil agreed to change tax law

A few weeks before his resignation, former Development Minister Heikki Holmås managed a last-minute transfer of almost NOK 3 billion in unspent rainforest funds for Brazil. But he had to violate his own aid tax code to make it happen.
