Small players in Ethiopia

Finland and Norway are facing similar dilemmas in Ethiopia, the key Western ally in the Horn of Africa. Both Nordics have prioritised Ethiopia in their bilateral aid portfolios, but they are relatively tiny players and do not enjoy the clout they have in a country like, say, Tanzania.
