Uphill struggle to spend rainforest billions

The good news is that after more than a year of delay, Norway managed in mid-March to disburse NOK 260 million in forest aid to Brazil, bringing total payments since 2009 up to NOK 533 million. The downside is that this is just a drop in the bucket compared to what is owed.
