Fighting corruption in aid. Ready to swallow a bitter pill

When Gunilla Carlsson, Sweden’s Development Minister, took a hard line on corruption in the Zambian Health Ministry three years ago, she says she was acting more or less on her own. Sida staff were not with her, officials at the Foreign Ministry were sceptical and other donors criticised her for freezing funds for needy people.
