French-Norwegian tug of war over forest aid

France is elbowing its way into the forest climate arena, a political space that little Norway with its huge forest aid has occupied, relatively undisturbed. Both countries want to influence a discussion that is likely to lay the groundwork for rules that will apply for years to come.
