A road map for ending aid to Africa

For the first time since independence, there is new optimism in Africa. With the rise of a new indigenous middle-class and a political leadership anxious to free itself from the straight jacket of the aid regime there is serious interest in encouraging investments by foreigners and local entrepreneurs.
