Africa bears the brunt of climate change

One of the perversities of the climate change negotiations is that powerful, polluting nations are writing the rules to address the problem, while those most affected, many of them in Africa, have little say but are suffering the consequences. A climate treaty crafted by the poorest nations would likely look very different.
