Fight corruption with openness

Sweden’s Development Minister questions the whole notion, cited so often by donors, of “zero tolerance" of corruption in development cooperation. Instead, she seeks to open up aid by giving people in recipient countries much more access to the information they need to monitor how aid funds are spent.
