New reality of dams on lower Mekong mainstream

As the British irrigation engineer Jeremy Bird takes up his new post of CEO of the Mekong River Commission (MRC), three factors will mark his term: the growing pressure to build dams on the lower mainstream; the need for the commission to prove its worth in the face of increasing donor fatigue; and a strong likelihood that Bird will be the last Westerner to hold this position.
