Albright, de Soto to lead land commission

The former US Secretary of State Madeleine Albright and the Peruvian economist Hernando de Soto have accepted to co-chair the High-level Commission on Legal Empowerment of the Poor, a Norwegian/Nordic initiative, which is planned to begin its work in September. (See DT 7/05)
