Major evaluation to examine NGO tsunami ‘spending trap’

A major aid evaluation to be carried out jointly by donors, UN agencies, NGOs and the Red Cross will examine how NGOs are handling the huge amounts of cash collected worldwide in the wake of the tsunami disaster.
