Referring to Norway’s large oil revenues, the IMF has requested an extraordinary contribution to the Exogenous Shocks Facility (ESF), a new IMF fund that will pro-vide cheap loans to poor countries hit by various shocks. As an oil-rich country, Norway should be generous, and is. In fact, Norway is the world’s most generous donor measured as share of GNI.
