At its last meeting, the Development Assistance Committee (DAC) in Paris took a big step backwards in its efforts to reach the UN Millennium Development Goals. OECD ministers decided to allow investments in Clean Development Mechanism (CDM) projects to be reported as ODA. In other words, they decided to let poor countries finance a scheme that will allow the rich countries to pollute more.
