Evaluation pinpoints Ministry’s failure to control CESAR

An evaluation of the CESAR foundation’s activities in the Middle East is critical of the Norwegian Foreign Ministry. The Ministry has limited capacity to appraise project proposals and has allowed CESAR to end up in the “driver’s seat" of a complex political process, the report says.
