‘Humanitarian superpower’ to be evaluated by DAC

Norway, which has the world’s highest per capita level of humanitarian aid, has not hesitated to use the title “humanitarian superpower". But does this assistance respond more to the needs of people in emergency situations or to Norwegian political interests?
