Evaluation of aid complementarity

The Finnish Foreign Ministry announces a tender for the evaluation of “complementarity in Finland’s development policy and cooperation”.

It will look at overall development policy and cooperation in Finland, how the measures to ensure complementarity have been instituted and how the respective responsibilities are distributed and addressed at different levels. The complementarity dimension in multilateral support as well as Finland’s role in the EU in regard to policy influence to promote complementarity will also be reviewed.

Four special cases are to be examined:

• Development policy as it has evolved over the last decade. The review will include the Foreign Ministry and some other line ministries as well as the respective inter-ministerial task forces that deal with development cooperation.

• NGO instruments, including humanitarian actors, international NGOs and local cooperation funds;

• Institutional support programmes;

• Country programmes of Mozambique and Zambia as desk studies. These studies will serve as a baseline for country programmes that are being finalised by the end of 2012.
