Report: strict separation of military and civilian efforts

A report commissioned by the Norwegian Ministry of Foreign Affairs calls for “a clear separation" between security and military mandates in the Faryab province in Afghanistan, where Norwegian forces are located. Civilian staff should not be co-located with military forces or be dependent on military escort.
